Somalia’s limited public administration systems have been a significant challenge in its journey towards stability and development. Without efficient public administration systems in place, the government struggles to effectively deliver basic services to its citizens, such as healthcare, education, and infrastructure. This lack of governance infrastructure not only hinders day-to-day operations but also undermines the trust of the population in the government’s ability to address their needs and concerns. More importantly, the absence of transparent and accountable administrative systems can create opportunities for corruption and mismanagement of resources, further exacerbating socio-economic inequalities - hindering the country’s progress.
PREMIS supports the establishment of core Public Financial Management laws, processes, systems and institutions, in Federal Member States. Asal was contracted by ASI to support the PREMIS in establishing sound Public Administration (PA) systems and support Civil Service Administration. Asal supported strengthening of public administration systems for the Ministry of Finance and Civil Service Commission in four FMSs in Somalia.
The implementation of this programme achieved significant milestones, including the implementation of a Public Financial System in IGA, the establishment of IGA Civil Service Commission and development of Civil Service Commission Regulations. Asal also introduced electronic data systems, established transparent recruitment processes, established efficient record-keeping systems and delivered civil service capacity building training and orientation programmes as part of the rollout of new regulations and systems.
